This stray station came in during the brief break in the beginning of that big opening to the northeastern US on Aug 2.
Looking at the map I just don't see how 2.8kw CBCM in Penetanguishene would be the station giving traffic info for Toronto. CBCM appears to be a good 50-60 miles away from Toronto. But my resources don't show any 89.7 stations closer? Any ideas?

Audio #2 is for you, Russ... You should be proud of your 550 watt 93.5 WSBG. It clobbered 100kw KKOT long enough to squeak in an id. ;)

The reason you are having a somewhat difficult time with this one is because of CBCs wonderful method of relay transmitters that baffles the heck out of people (I think even some Canadian DXers get frustrated with this and I know I do!).

Your match is indeed the Penetang station in Simcoe County. Penetanguishene certainly is a bit of a distance outside TO, but it is a relay transmitter of CBC Radio 1 in Toronto -- CBLA 99.1. So you heard 99.1 CBLA being broadcasted on 89.7 CBCM, hence your traffic report there.

Hope that helps!!
