I had heard about this program but couldn't try it out until I got my WinTV HVR-950 USB adapter recently. From what I've seen, it can be a useful tool for DXing digital stations with a WinTV or other ATSC TV card. It is called TSReader and here are some examples of what it can do using my local WPXI-DT as an example.
tsr1.jpg - first screen that appears when the program begins. From here you can enter in the channel that you might be receiving, or you can save channels as I have done.
tsr2.jpg - main screen with the video and multiplexes decoded on the right, multiplex layout at the top of the center column, and signal strength in the middle of the column.
tsr3.jpg - some stations even encode their address into the signal, making for an easier process for reception reports :).
tsr4.jpg - the program information can also be found to help with your report
tsr5.jpg - it can also display the entire program guide for the next seven hours
TSReader is free for the basic version that will decode ATSC and is available here (http://www.coolstf.com/tsreader/).
