This screen-capture shot was taken on 7/28 @ 1040 during Es to the Gulf Coast. It's been suggested this was Es pest WJMI-MS. Format was indeed Urban which would match. The letters appearing in the PS block could be a song title. Wonder if anyone else can get anything more out of this...

Not quite enough to go on, Russ. If you had more data in the Group Contents section it would be easier.
It's definitely a dynamic PS, as you probably have figured. If you sort the first four BLK 2's in order you have "GRILL -" as one of the DPS values, but that's even suspect as you're not receiving them in order and there can be the mixing of one set of values (0400, 0401, 0402, 0403) with another set. This is likely what's happened in your RDS Decoder display on the right.
If you knew that WJMI uses a PS instead of DPS, you would know it's -not- them, but asides from that I don't think there's enough to go on here.

Not sure if WJMI is in on this RDS Alerting system since Mississippi Public Broadcasting is carrying it: http://www.gssnet.us/news.html
As part of the above alert system multiple commercial FM stations here in Monroe were provided RDS units manufactured by this French company: http://www.audemat-aztec.com/radio-13.html
They also use these to generate scrolling PS song info. These encoders are popular with Clear Channel and installed in many of their stations. WJMI does do scrolling PS (actually rotating words and partial words) and I assume they are using one of the Audemat-aztec RDS boxes.
A Google search of GRALA did not yield an obvious urban or hip-hop artist, it could be part of the song title.
