This is a short clip of an interval signal. It was heard on September 21st at 2156 Eastern Time (0156 UTC Sept 22nd).

It consists of three sets of 7 or 8 chimes (?) each, then a 2-3 second pause, then an announcer.

The problem is that by the time I realized what I was hearing, I was only able to get the last two chimes of the IS, along with the pause and the announcer. But perhaps it is enough for someone to recognize.

I've tried to match this with the signals on intervalsignal.net but with no matches. It comes from somewhere in Europe.

Somehow, when I try to play it, I only hear the last note of the chimes

The spoken word is interesting. The loss of treble is too severe to make out what is said, but it sounds to me like Spanish (with Portuguese or Italian not out of the running). He seems to say "Radio Nacion(al/ao), canal dos" at 00:10.

Can't discount Romania, which has (or had?) an 1152.
