It sounds Haitian to me from what I can tell. There is a 90.5 "Signal FM" listed for Port-au-Prince. I cant say for sure this is them though.

This is the one and only 4VSG Port-au-Prince OUE HT 5000 "Signal FM" with tropical programming. Dj mentions Port-au-Prince very briefly in between the song tracks.
