The language is not SS, but rather an indigenous language related to SS, as I hear certain words that sound SS. I do not hear anything geographical in the clip <that I recognize> that gives a clue where its from. I'm not sure if this is Guatemala (there would be only one choice if it is), or if the SS-speaking islands have indigenous dialects that would appear on radio.

At :20 into clip, the male announcer mentions Galeana twice, presuming that he is giving local announcements during a network break. The SS is definitely México dialect, very characteristic of quickly spoken SS. The ranchera music bed is very typical of México ranchera.
