89.7-sounds Haitian (French) - church service?
99.9-may be from South Texas/North East Mexico-over/under local.

The 89.7 is likely 4VVE "La Voix de l'Espérance" Port-au_Prince, Haiti
I've heard them a few times on Es. May 26 I too had strong Es to Haiti and Jamaica before noon with 107.5 in for an hour with Irie FM Jamaica and Radio Solidarité Port-au-Prince.
